An enhancement to the discrete-ordinate method (DOM) is proposed for radiative transfer in a scattering medium with Fresnel boundaries. To treat the strongly angular dependence of the radiative intensity around the critical angles relevantly, the proposed method rationalizes the distribution of the quadrature points used by the DOM. In the new DOM schemes, the integral over direction is split into integrals over several subintervals by the critical angles. The integral over each subinterval uses a set of quadrature points which are crowded toward the critical angles. Besides, the composite quadrature always includes at least one set of quadrature points for the subinterval corresponding to the cone angle resulting from refraction. Thus, the incident radiation refracted into the cone angle or the intensity emerging from the medium along the direction within the cone angle can be taken into account adequately. To demonstrate the application of the new DOM schemes, the hemispherical reflectivity, transmissivity and emissivity of a slab are obtained by the new DOM schemes and are compared with existing highly accurate results. The comparisons show the advantage of the new DOM.
